Local Government Youth Project Fund Additional Information

The Local Government Youth Project Fund (LGYPF) recognises MYD’s relationship with Territorial Local Authorities (TLA) to develop young New Zealanders. TLAs have extensive networks with young people, local businesses and NGOs. This fund will enable MYD to partner with TLAs to reach and offer more young people volunteering, mentoring and leadership opportunities. As a result it will build more young peoples’ capability and resilience and, through partnering with TLAs, it enables MYD to do this in a fashion that is responsive to emerging needs and opportunities for young people.


MYD will provide funding totalling $350,000, for projects or initiatives that support young people aged 12 to 24, to build their capability and resilience through leadership, volunteering or mentoring opportunities that enable them to become achieving and participating adults in their community.


MYD is interested in supporting partnerships, and is looking for evidence that the opportunities funded will be delivered by TLAs working in partnership with local businesses, NGOs, other community groups, other young people or other TLAs.

What is the Local Government Youth Project Fund?

The Local Government Youth Project Fund (LGYPF) provides one-off partial-funding to assist Territorial Local Authorities (TLA) deliver projects that support local young people aged 12-24, develop resilience and capability in order to become adults that participate and positively contribute to their communities.

What is the purpose of the Local Government Youth Project Fund?

The LGYPF recognises MYD’s relationship with TLA’s to develop young New Zealanders. TLA’s have extensive networks with young people, local businesses and NGOs. This fund will enable MYD to partner with TLAs to reach and offer more young people volunteering, mentoring and leadership opportunities.

Is the Local Government Youth Project Fund the same as the Youth Development Partnership Fund?

The LGYPF has replaced the Youth Development Partnership Fund, but it is not exactly the same. The LGYPF has different desired outcomes, which align with the new priorities for MYD.

How much funding is available?

There is a total budget of $350,000. The minimum amount that can be awarded to a TLA for their project is $10,000 (GST exclusive) and the maximum amount is $30,000 (GST exclusive).

What types of outcomes will funded projects achieve?

Funding is to support TLAs, in partnership with community organisations, businesses and young people to deliver youth development opportunities that:

  • increase resiliency in young people
  • increase capability in young people
  • engage young people in volunteering and/or activities that contribute to their communities
  • engage young people in leadership opportunities
  • engage young people in mentoring opportunities
  • engage young people in internships.

Can anyone apply to the Local Government Youth Project Fund?

No. Only TLA’s can apply. TLA’s must be the fund holders for any money applied for under the LGYPF and are responsible for reporting. However, the intention is that TLAs partner with other groups to organise and deliver projects.

If you are a group that sits outside a TLA, you should approach your TLA and seek a partnership to deliver your project. Unfortunately, if you cannot get your TLA to support your initiative then you will not be able to apply under this Fund. MYD does have other funding available. All information is on our website.

Can community partners lead the project?

Yes they can. However, TLAs are required to be the fund holder and will be responsible for reporting. We expect TLAs and community groups to work in partnership. The nature of this partnership is up to individual parties.

Can applicants submit more than one application?

Yes, applicants can submit more than one application, where they are seeking funding for distinct projects. Where there is more than one application TLAs should clearly state their preferred application. The intention of the fund is to support as many TLAs as possible, so preference will be given to first applications before considering a TLAs second application.

Can TLAs apply for funding for more than one project in an application?

No, although a project may be made up of interconnected activities. Our preference is to target funding towards one or two activities and that where funding is sought for more than one activity that there is a clear link between them. The Panel will consider all activities that are applied for.

What types of initiatives are eligible for funding?

Initiatives that provide leadership, mentoring, volunteering or internship youth development opportunities are the priority.

Can this funding be used to support an existing initiative?

Yes. Both new and existing initiatives will be considered by the Panel. Where the initiative has received funding in the past, the effectiveness of the initiative will be considered by the Panel.

 How are funding decisions made?

MYD will administer a funding panel, which will be made up of MYD staff, representatives from the community sector, Youth Development professionals and young people.

All applications will be assessed by a selection panel against:

  • Alignment to the funding criteria
  • Effective youth development practices
  • The project’s practicality, viability, value and benefits.

 The selection panel may also consider additional factors including:

  • Whether a Territorial Local Authority has previously received MYD funding
  • The level of support from young people, council (including mayor) and community
  • Fit with government priorities
  • Value for money
  • The availability of funding.

Is there anything the Fund will not support?

  • Domestic and international air travel
  • Projects and activities that have already been completed
  • Conference fees (e.g. Local Government Conference)
  • Contribution to current on-going costs i.e. rent or salaries
  • Any direct funding to a community partner
  • Projects and activities that are the core business of the Territorial Authority or the responsibility of another government funding agency
  • Projects and activities that can draw funding from other sources
  • Projects and/or activities previously funded through the Youth Development Partnership Fund.
